Pew Center on Global Climate Change Early Action Conference
The Heinz Center cosponsored this conference in 1999 to explore the subject of credit for early action to facilitate reductions in greenhouse gas emissions. The conference offered an overview of the early action issue from the perspectives of various industry sectors (including oil and gas, electric utilities, and manufacturing), Congressional staff, and state and city government. It also included a review of current proposals and roundtable discussions of the legal, policy, and technical issues that confront the architects of early action programs.
